Juan Villegas was born and raised in the city of Van Nuys, California. Upon graduating high school, he enlisted in the United States Army as a Combat Medic and served honorably in West Germany and Upstate New York from 1985 to 1989.

Nine months later after his honorable discharge from the US Military Juan was hired by the Orange County Sheriff’s Department on November 3, 1989, where he began his career as a Sheriff Special Officer. He has worked across Orange County with various assignments his entire 32 years all while assigned to North Operations Security Bureau.

In addition to working for the OC Sheriff’s, in April 2000 he began to work part-time for the Orange County Bar Foundation as an Instructor in their Juvenile Delinquency Prevention Program called “Short-Stop.” He was an instructor at the Orange County Courthouse for 16 years.

During his time as an instructor Juan recognized the Latino Community needed more information and help in delinquency prevention so he published a book called “La Vida Tiene Valores” in 2009. It became the first Spanish language parenting book by a Latino Law Enforcement Officer for the Latino Community in the United States.

In 2011 he began to volunteer as a radio host for ESNE Radio International Catholic Radio for six years, where he took his message to the air waves on delinquency prevention and family values.

In 2014 he entered the English version of his book into “International Latino Book Awards.” His book “Life Has Values” won 1st place for “Best Parenting/Family book” category and was he named “Award Winning Author.”

In 2014, Juan received the “California Attorney General Peace Officer Commendation Award” and the “Medal of Merit” from the Orange County Sheriff’s Department for his contributions to the community.

In 2016 Juan was elected to the Santa Ana City Council where he served as a Council member and Mayor Pro Tem for a term of 4 years.

Juan is one of seven siblings and is a proud father to his daughter. Juan has had a life of service. He is committed to keeping our neighborhoods safe, preserving, and enhancing our business community while keeping and improving our quality of life for all residents.

  • Established the First Family Justice Center in Santa Ana helping victims of Domestic Violence, Sexual Assault and Child/Elder Abuse. First in the Nation co-located inside a Police Station
